Evaluación del diseño y proceso del convenio de cooperación: el caso de rutas nacionales 247 y 249

Abstract
Este informe evalúa el Convenio de Cooperación para el mantenimiento de las Rutas Nacionales 247 y 249 en Pococí (2022-2023), enfocándose en la pertinencia, congruencia, eficacia y eficiencia de la gestión. Aunque el proyecto fue altamente pertinente y respondía a una necesidad crítica de la comunidad, su implementación ha sido deficiente. Los principales hallazgos indican que se demuestra una congruencia formal desde la perspectiva institucional, ya que el diseño del proyecto se alinea con el marco legal y normativo, como la Ley de Creación del CONAVI y las directrices del MIDEPLAN. Sin embargo, se identificaron desafíos iniciales en la interpretación de la tipología de intervención (conservación versus construcción), que generaron la necesidad de asesoría y reformulación. Desde la comunidad, se percibe una falta de congruencia entre lo comunicado y lo ejecutado, especialmente en la Ruta 249.
Además, se expone una eficacia limitada, el proyecto no cumplió con sus metas. Más del 75% de los encuestados percibe un avance inferior al 25% de los objetivos, generando una alta desconfianza. En cuanto a la eficiencia comprometida, la gestión se vio afectada por retrasos burocráticos y una reducción presupuestaria significativa (32.3%) sin un ajuste formal en el plan de trabajo.
Se concluye que el proyecto, pese a su justificación inicial, fracasó en la ejecución debido a fallas en la comunicación y la coordinación interinstitucional. Por lo que se brindan las siguientes recomendaciones clave:
Fortalecer la gobernanza: establecer un mecanismo claro de gobernanza interinstitucional con roles y responsabilidades bien definidos. Mejorar la comunicación: crear canales de diálogo con la comunidad y desarrollar un plan de comunicación transparente. Garantizar la sostenibilidad: desarrollar planes de mantenimiento preventivo y asegurar la asignación de recursos necesarios. Finalmente, se recomienda fortalecer la rendición de cuentas y la transparencia para recuperar la confianza pública y garantizar el éxito de futuras iniciativas.
This applied research evaluates the design, processes, and implementation of the cooperation agreements for the maintenance of National Routes 247 and 249 in the canton of Pococí, Limón, from 2022 to 2023. The study focuses on four key evaluation criteria: relevance, coherence, effectiveness, and efficiency. A mixed-methodology approach was used, combining interviews with high-level officials, surveys of the beneficiary community, and documentary analysis. The project, a partnership between the National Road Council (CONAVI), the Port Authority of the Atlantic (JAPDEVA), and the Municipality of Pococí, was a response to the urgent need to improve road connectivity in an area of high agricultural and tourist production. The evaluation found that while the project was highly relevant and addressed a critical community need, its implementation was deficient. Key findings include: Limited Effectiveness: The project failed to meet its goals. Over 75% of those surveyed perceived less than 25% of the objectives were achieved, leading to high levels of distrust. Compromised Efficiency: Management was hampered by bureaucratic delays and a significant budget reduction (32.3%) without a formal adjustment to the work plan. Incoherent Communication: A notable gap existed between what was communicated and what was executed, causing confusion and frustration. The research concludes that despite a solid initial justification, the project failed in its execution due to breakdowns in communication and inter-institutional coordination. Key recommendations include strengthening governance mechanisms, improving transparent communication with the community, and ensuring the long-term sustainability of the works through robust maintenance plans
