Análisis de la gestión administrativa del proceso de horas estudiante, horas asistente y horas asistente de posgrado en las dependencias de la Universidad de Costa Rica

Abstract
Este trabajo final de investigación aplicada analiza la gestión administrativa del régimen becario de horas estudiante, horas asistente y horas asistente de posgrado de la Universidad de Costa Rica, un programa donde las personas estudiantes fortalecen sus conocimientos mediante tareas colaborativas en diferentes dependencias institucionales. El programa se compone de tres categorías: horas estudiante, dirigidas a estudiantes de grado que realizan tareas básicas de apoyo; horas asistente, que asumen responsabilidades más complejas; y horas asistente de posgrado, destinadas a estudiantes de posgrado que desarrollan tareas especializadas acordes con su formación académica. Con la finalidad de obtener información del proceso, se aplicaron instrumentos de recolección de datos dirigidos tanto a las personas estudiantes que participan en el programa como al personal administrativo responsable del proceso en cada unidad académica o administrativa. Además, se realizaron entrevistas con el funcionariado de la Oficina de Becas y Atención Socioeconómica de la Universidad de Costa Rica. El análisis se estructuró en torno a tres variables clave de investigación. La primera aborda los conceptos de convocatoria, selección y designación, los cuales permiten comprender cómo se lleva a cabo la escogencia de la persona estudiante en el régimen. La segunda variable se basa en el concepto de organización, que facilita el entendimiento de la asignación de tareas a las personas estudiantes según los objetivos y necesidades operativas de las unidades. Finalmente, la tercera variable se fundamenta en el concepto de evaluación, con el fin de examinar cómo se implementan procesos de mejora continua dentro de la institución. A partir del análisis de los datos recolectados y la información obtenida en las entrevistas, se presentan los principales hallazgos, se identifican oportunidades de mejora y se destacan aspectos positivos con potencial de optimización en concordancia con las variables analizadas. Además, se plantea una propuesta de mejora para ser implementada en las distintas instancias institucionales involucradas.
This applied research project analyzes the administrative management of the Student Work Grant Program at the Universidad de Costa Rica, which includes the categories of Student Hours, Assistant Hours, and Graduate Assistant Hours. This program enables students to enhance their academic competencies through collaborative tasks in various institutional departments. The program is composed of three categories: Student Hours, intended for undergraduate students who carry out basic support tasks; Assistant Hours, who take on more complex responsibilities; and Graduate Assistant Hours, aimed at graduate students who perform specialized tasks aligned with their academic training. To gather information about the program’s processes, data collection instruments were applied to both student participants in the program and the administrative personnel responsible for its management within each academic or administrative unit. In addition, interviews were conducted with staff from the Office of Scholarships and Socioeconomic Services (Oficina de Becas y Atención Socioeconómica) at the University. The analysis was structured around three key research variables. The first relates to the concepts of Aplication Call, Selection and Assignment, which provide insight into how students are chosen to participate in the program. The second variable is based on the concept of Organization, helping to understand how tasks are assigned to student assistants in accordance with the goals and operational needs of the units. Finally, the third variable is grounded in the concept of Evaluation, aiming to assess how continuous improvement processes are implemented within the institution. Based on the analysis of the collected data and interview findings, the study presents key results, identifies areas for improvement, and highlights positive aspects with potential for optimization, in line with the defined variables. Also, based on the findings, the study proposes a set of improvements intended for implementation across the various institutional units involved.
