Abstract
Las relaciones diplomáticas de Costa Rica han evolucionado para la búsqueda de
nuevos espacios. Durante la primera década del siglo XXI, Costa Rica enfocó sus
esfuerzos en Medio Oriente, región que por años estuvo fuera de las prioridades
de la diplomacia costarricense. El traslado de la embajada costarricense en Israel
de Jerusalén a Tel Aviv abrió oportunidades a Costa Rica para el establecimiento
de relaciones diplomáticas con Medio Oriente; siendo Catar, la primera nación
árabe donde Costa Rica estableció una embajada, con un embajador residiendo
de forma estable, y la primera nación árabe que estableció una embajada en
territorio costarricense con embajador residente.
Esta tesis de grado analiza la historia de las relaciones bilaterales entre Costa
Rica y Catar, sus embajadas e influencia en el desarrollo de estas y recomienda
acciones para fortalecer la política exterior entre ambas naciones. Para ello, se
empleó una metodología cualitativa enfocada en el análisis documental, así como
la aplicación de entrevistas semiestructuradas a personas diplomáticas y
académicas.
Se concluye que la relación con Catar actualmente no ha alcanzado su máximo
potencial. Pese a los esfuerzos hechos por el Ministerio de Relaciones Exteriores,
aún no se ha logrado obtener con Catar los beneficios concretados con otras
naciones de la región; debido a factores regionales que afectaron la estabilidad de
Catar, así como también una estrategia costarricense que aún no ha logrado crear
canales sólidos de comunicación con las autoridades cataríes. Además, es
necesario replantear la estrategia de acercamiento empleada por Costa Rica en
Catar, fortalecer lazos diplomáticos y áreas como la sociopolítica y ambiental, así
como generar espacios de inversión que proyecten a Costa Rica como un socio
geopolítico de Catar para su proyección internacional.
Costa Rica’s diplomatic relations have evolved in search of new spaces. During the first decade of the 21st century, Costa Rica focused its efforts on the Middle East, a region that had been outside the priorities of Costa Rican diplomacy for years. The relocation of Costa Rican’s embassy in Israel from Jerusalem to Tel Aviv opened opportunities for Costa Rica to establish diplomatic relations with the Middle East. Qatar become the first Arab nation with which Costa Rica established an embassy, with an ambassador permanently and it was also the first Arab nation to establish an embassy on Costa Rican territory with an ambassador permanently too. This thesis examines the history of bilateral relations between Costa Rica and Qatar, their embassies, and their influence on the development of these relations, and it recommends actions to strengthen foreign policy between both nations. The study employed a qualitative methodology focused on documentary analysis and semi-structured interviews with diplomatic and academic figures. The conclusion is that the relationship with Qatar has not yet reached its full potential. Despite efforts made by the Ministry of Foreign Affairs, concrete benefits similar to those obtained with other nations in the region have not been achieved with Qatar. This can be attributed to regional factors that affected Qatar’s stability and Costa Rican strategy that has not yet managed to establish solid channels of communication with Qatari authorities. Additionally, creating investment opportunities will project Costa Rica as a geopolitical partner to Qatar and enhance its international standing.
