Plan estratégico de revitalización del Centro Histórico de Palmares. Puesta en valor y generación de un turismo cultural

Abstract

El proyecto se compone de dos partes, inicialmente se realizó una investigación para comprender la conformación del Centro Histórico de Palmares mediante tres capítulos, a saber: el primero de análisis histórico-urbano estudia el patrón de crecimiento urbanístico del Cantón, y cuenta con una cronología de sus edificios y espacios públicos. También desarrolla un análisis del entorno urbano existente. En el segundo capítulo (histórico-arquitectónico) se realizó un inventario de inmuebles para utilizarlo como base en la delimitación del área histórica a conservar y proteger. Seguidamente, se desarrolló un capítulo de análisis cultural-turístico que expone los principales atractivos tanto de Palmares como de la Región de Occidente de Costa Rica. En la segunda parte, el documento propone lineamientos generales para la gestión de un plan estratégico en el Centro Histórico de Palmares, desarrollado a través de programas de acción, que plantean integrar la participación de los vecinos, el gobierno local, entidades y asociaciones, en defensa del patrimonio y el turismo del cantón. La revitalización del Centro Histórico de Palmares implica mantenerlo en actividad permanente. Para esto se consideraron acciones de rehabilitación como la puesta en valor de espacios públicos y privados, la renovación y mejoramiento de infraestructuras y equipamiento, la atención de la imagen urbana, la restauración del patrimonio edificado y, la inserción de nuevas edificaciones y espacio urbano para la atracción de un turismo cultural.

The project consists of two parts: a research about Historic Center and the general guidelines of its management. Initially, a research was carried out to understand the conformation of the Historic Center of Palmares through three chapters: the first one is the historic urban analysis which studies the urban growth pattern of the district, and has a chronology of its buildings and public spaces. It also develops an analysis of the existing urban environment. In the second one (historic-architectural) an inventory of buildings was carried out to use as a basis for the delimitation of the historical area to be preserved and protected. The third one is a cultural-tourism analysis that exposes the main attractions of both Palmares and the Western Region of Costa Rica. In the second part, this paper proposes general guidelines for the management of a strategic plan in the Historic Center of Palmares, developed through action programs, which propose to integrate the participation of neighbors, local government, entities, and associations, in defense of its heritage and its tourism. The revitalization of the Historic Center of Palmares implies keeping it in a permanent activity. For this, rehabilitation actions were considered such as the enhancement of public and private spaces, the renovation and improvement of infrastructure and equipment, the attention of the urban image, the restoration of the built heritage and the insertion of new buildings and urban space with the intention to attract cultural tourism.
