Propuesta de modelo interinstitucional de mejora de diseño para el Trabajo Comunal Universitario de la Sede del Pacífico de la Universidad Téncia Nacional, a partir de una evaluación del proceso, bajo el modelo Contexto, Entrada, Proceso y Producto (CIPP) según sus siglas en inglés (INPUTS)

Abstract
La presente investigación se enfocó en elaborar una propuesta de mejora de diseño para el Trabajo Comunal Universitario de la Sede del Pacífico de la Universidad Técnica Nacional, a partir de una evaluación del proceso, mediante el Modelo CIPP. El Trabajo Comunal Universitario inició su ejecución en el año 2011 a raíz de la necesidad de contar con un proyecto que permitiera a las personas estudiantes de la Sede del Pacífico continuar su formación a nivel de bachillerato universitario, pues la aprobación del trabajo comunal universitario es un requisito de ingreso a este grado. En el estudio se identificaron factores que permiten concluir que para que el proyecto sea pertinente con la realidad socioambiental del cantón de Puntarenas, es relevante realizar una serie de acciones para adaptarlo a la realidad ya que, su diseño inicial contempla objetivos que no pueden ser cumplidos con los recursos destinados al mismo. Estos factores se traducen en las recomendaciones con base en:
● La pertinencia del diseño de un nuevo proyecto de trabajo comunal universitario para el área ambiental adaptado a la realidad.
● La necesidad de realizar una evaluación ex ante para el proyecto con base en los recursos disponibles (humano, infraestructura, económico) y las necesidades detectadas.
● Definición de objetivos del proyecto a través de la metodología SMART.
● Consideración de las necesidades planteadas por los grupos de interés en la definición de objetivos.
● La importancia de incluir las alianzas con socios estratégicos como parte del diseño del proyecto para el logro de los productos esperados.
Para finalizar, la propuesta de diseño para el trabajo comunal universitario genera valor agregado a la coordinación de este proyecto pues, es una herramienta para la toma de decisiones sobre futuros proyectos en el área ambiental, así como en otros campos de acción, generando valor público.
This research has focused on developing a proposal to improve the model of the College Community Service Program at the Pacific Campus of Universidad Técnica Nacional, based on an evaluation of the process using the Model CIPP. The College Community Service Program began implementation in 2011, arising from the need of a project that would allow students to continue their academic training at the university bachelor’s level, as completing the program is a requirement for students to advance to this level. In the study, several identified factors lead to conclude that for this project to be relevant to the socio-environmental reality of the canton of Puntarenas, a set of actions must be undertaken in order to adapt this program to the reality, since its initial design considers objectives cannot be achieved with the resources assigned to this. These factors are reflected as recommendations based on the following: • The relevance of the design of a new College Community Service Program project for environmental field suitable for the local reality. • The need to conduct a throughout evaluation of the project based on the available resources (human, infrastructure, economic) and the identified needs. • Definition of the objectives for the project through SMART methodology. • Consideration of the expressed needs by the interested groups in the definition of objectives. • The importance of stablishing alliances with strategic partners as part of the design of the project to accomplish the expected results. Finally, the proposal for the College Community Service Program generates added value for the coordination of this project, for the reason that it is a tool for decision-making about future projects in the environmental field, as well as in other action fields, creating a public value.
