Inclusión de la discapacidad en Costa Rica dentro del marco de la cooperación internacional para el desarrollo en los temas de salud, educación, empleo y tecnologías de apoyo en el período 1996-2021

Las personas con discapacidad conforman un grupo que ha sido históricamente
desatendido, el contexto provocado por el COVID-19 ha resaltado las
desigualdades y la importancia de la cooperación internacional en el camino hacia
la inclusión y lograr el pleno disfrute de los derechos y del desarrollo económico. La
cooperación internacional al desarrollo tiene como imperativo el atender a todos los
grupos y reducir las inequidades, esta investigación analiza la inclusión de la
discapacidad en la cooperación internacional al desarrollo en Costa Rica en el
periodo delimitado entre el año 1996 con la aprobación de la ley 7600 y el año 2021.
Para realizar esta investigación se aplicó una metodología mixta del tipo secuencial
y exploratoria que nos permitió mediante la implementación de técnicas cualitativas
y cuantitativas limitar los sesgos. La investigación arrojo interesantes resultados
siendo el principal que aun cuando el periodo investigado comprende más de 25
años los proyectos de cooperación internacional fueron y son pocos y no incluían y
no incluyen atención a los problemas estructurales de la población con
discapacidad. Las herramientas de planificación de la cooperación internacional
también han tenido faltantes en cuanto a la inclusión de la discapacidad y a través
de la encuesta pudimos observar que la población con discapacidad quiere
participar de la cooperación internacional al desarrollo y considera muy importantes
los temas de salud, educación, empleo y tecnologías de apoyo. Los actores rectores
de la cooperación internacional en Costa Rica tienen la oportunidad de corregir el
rumbo e incluir a las personas con discapacidad de manera efectiva y de acuerdo
con los convenios internacionales, al hacerlo no solamente se estará atendiendo a
esta población, sino que se estará aportando al desarrollo de Costa Rica como un
todo.
People with disabilities make up a group that has been historically neglected, the context caused by COVID-19 has highlighted inequalities and the importance of international cooperation on the path to inclusion and achieving the full enjoyment of rights and economic development. International cooperation for development has as an imperative to serve all groups and reduce inequities, this research analyzes the inclusion of disability in international cooperation for development in Costa Rica in the period defined between the year 1996 with the approval of the law 7600 and the year 2021. To conduct this research, a mixed methodology of the sequential and exploratory type was applied, which allowed us to limit biases through the implementation of qualitative and quantitative techniques. The investigation yielded interesting results, the main one being that even though the investigated period covers more than 25 years, international cooperation projects were and are few and did not include and do not include attention to the structural problems of the population with disabilities. The international cooperation planning tools have been lacking regarding the inclusion of disability and through the survey we were able to observe that the population with disabilities wants to participate in international cooperation for development and considers health, education and, employment and assistive technologies as particularly important for their development. The leading actors of international cooperation in Costa Rica can correct the course and include people with disabilities effectively and in accordance with international conventions, by doing so they will not only be serving this population but will also be contributing to the development of Costa Rica as a whole.
