RESUMEN
El presente trabajo final de investigación aplicada muestra un análisis de la cultura
organizacional de una institución estatal a través de la aplicación de dos metodologías, la
primera la definición de la cultura como una metáfora por Driskill y Brenton (2005) y la
segunda, a través del marco de valores de competencia propuesto por los autores Cameron
y Quinn (2011).
El objetivo de esta investigación aplicada es caracterizar la cultura del Consejo
Nacional de Rectores, emitir un diagnóstico y recomendaciones que sirvan de sustento a
la institución para valorar los niveles de concordancia entre las dinámicas contextuales,
internas y estratégicas bajo las cuales trabajan y se repiensen nuevas formas de solucionar
los retos que aporten a la mejora de la efectividad y la calidad de vida de las personas
funcionarias.
Se presenta la caracterización y descripción de la organización Conare, como
también, estudios de cultura organizacional similares en otras latitudes y en el país de
Costa Rica. Adicionalmente, se hace un repaso por los principales conceptos relacionados
con la cultura organizacional y el marco metodológico que sustenta el estudio y que brinda
alta rigurosidad académica al proceso de recopilación, análisis y emisión de aportes a
posibles planes de acción.
SUMMARY The final work of applied research shows an analysis of the organizational culture of a public institution through the application of two methodologies, the first being the definition of culture as a metaphor by Driskill and Brenton (2005) and the second, through the values of competence framework proposed by the authors Cameron and Quinn (2011). The objective of this applied research is to characterize the culture of Consejo Nacional de Rectores, issue a diagnosis, provide recommendations that serve to support the institution in assessing the levels of concordance between the contextual, internal and strategic dynamics under which they work and rethinking new ways of solving challenges that can contribute to improving the effectiveness and quality of life of employees. The characterization and description of the organization Conare is presented, as well as similar organizational culture studies in other latitudes and in the same country of Costa Rica. Additionally, a review is made of the main concepts regarding organizational culture and the methodological framework that support this study, provides high academic rigor to the process of compilation, analysis and issuance of contributions to possible action plans.
