Diseño de un Sistema de Información Gerencial que articule las reformas del Estatuto Orgánico de la Universidad de Costa Rica desde 1974

Abstract

El Estatuto Orgánico (EO) es el cuerpo normativo de más alto rango que regula la estructura, los principios, propósitos y las funciones de la Universidad de Costa Rica. Desde la creación de esta institución de educación superior, se han aprobado cuatro estatutos orgánicos: 1943, 1952, 1956 y 1974, los cuales han sido modificados en múltiples ocasiones. En 1974, por acuerdo de la Asamblea Universitaria, se realiza la última reforma integral al EO, y posterior a esto siguen varias modificaciones a su articulado, en los siguientes años: 1976, 1979, 1980, 1984, 1990, 2001 y 2005. En el año 2005 se realiza una nueva edición del EO, la octava, que incluye todas las modificaciones anteriores, desde 1976 hasta 2005; y desde entonces, no ha habido otra edición impresa que recoja las modificaciones aprobadas hasta el presente. Las modificaciones parciales son tantas, que es imposible seguir variándolo y pretender que de ello resulte un articulado que represente la Constitución Universitaria; también, han hecho del EO actual un estatuto impreciso, confuso y complejo de consultar. Por lo tanto, este trabajo consiste en diseñar un sistema de información gerencial que recopile la evolución del Estatuto Orgánico de la Universidad de Costa Rica desde 1974, con sus diversas modificaciones, así como la normativa que se relaciona. Fueron incorporados antecedentes administrativos pertinentes y cualquier otra información que aclare el sentido de la norma, con el objeto de que sirva para desarrollar una labor consultiva y donde la Institución puede ganar uniformidad en su aplicación, agilizando la eficiencia y pertinencia en la toma de decisiones. Contar con una herramienta tecnológica, servirá de consulta y apoyo a diversas instancias de la Universidad y solventará las necesidades de información sobre aquellos asuntos que se consideren de relevancia institucional.

The Organic Statute (EO) is the highest-ranking regulatory body that regulates the structure, principles, purposes and functions of the University of Costa Rica. Since the creation of this institution of higher education, four Organic Statutes have been approved: 1943, 1952, 1956 and 1974, which have been modified on multiple occasions. In 1974, by agreement of the University Assembly, the last comprehensive reform of the EO was carried out, and after that several modifications were made to the articles in the following years: 1976, 1979, 1980, 1984, 1990, 2001 and 2005. In the year 2005 a new edition of the EO is made, the eighth, which includes all the previous modifications, from 1976 to 2005, and, since then, there has not been another printed edition that includes the modifications approved up to the present. There are so many, that it is impossible to continue changing it and to pretend that this results in an article that represents the University Constitution. All these partial modifications have made the current EO, an inaccurate, confusing and complex statute to consult. Therefore, this work consists of designing a management information system that compiles the evolution of the Organic Statute of the University of Costa Rica since 1974, with its various modifications, as well as the regulations that are related. Incorporating relevant administrative records and any other information clarifies the meaning of the rule, in order to serve to develop a consultative work and where the Institution can gain uniformity in its application, streamlining efficiency and relevance in decision making. Having a technological tool, will serve as a reference and support to various instances of the University and will solve the information needs on those matters that are considered of institutional relevance.
