Resumen
En esta tesis se problematiza sobre la expresión territorial de la política pública de
seguridad frente al narcotráfico en Costa Rica y se presentan los resultados de una
investigación exploratoria sobre las limitaciones y alcances de la operacionalización de
dicha política en la Región Brunca, por parte del Ministerio de Seguridad Pública, durante
el periodo 2005 al 2020.
En el proyecto de investigación se plantearon cuatro objetivos específicos:1)
identificar los enfoques territoriales de las políticas públicas de seguridad para el
narcotráfico; 2) describir las dimensiones territoriales de las políticas de seguridad del
Ministerio de Seguridad Pública considerando sus elementos técnicos y la
operacionalización en la Región Brunca; 3) caracterizar las principales manifestación del
tráfico ilícito de drogas: marihuana y cocaína en el territorio nacional y en la Región
Brunca; 4) analizar perspectivas de actores políticos y sociales sobre los alcances y
limitaciones del accionar del MSP en la Región Brunca para la atención del narcotráfico
En conclusión, en 15 años, referentes al análisis de esta investigación, se logra
observar que el MSP ha generado y ha estado involucrado en política pública de seguridad
para la atención del narcotráfico desde un enfoque nacional y desde la prevención del
consumo. En cuanto a la Región Brunca, esta conclusión es evidente no solo en el análisis
documental, también, desde la perspectiva e imaginarios de las comunidades, y los
tomadores de decisión de este Ministerio.
This thesis problematizes the territorial expression of public security policy against drug trafficking in Costa Rica and presents the results of an exploratory research on the limitations and scope of the operationalization of said policy in the Brunca Region, by the Ministry. of Public Security, during the period 2005 to 2020. In the research project, four specific objectives were proposed: 1) identify the territorial approaches to public security policies for drug trafficking; 2) describe the territorial dimensions of the security policies of the Ministry of Public Security considering its technical elements and operationalization in the Brunca Region; 3) characterize the main manifestations of illicit drug trafficking: marijuana and cocaine in the national territory and in the Brunca Region; 4) analyze perspectives of political and social actors on the scope and limitations of the MSP's actions in the Brunca Region to address drug trafficking. In conclusion, in 15 years, referring to the analysis of this research, it is possible to observe that the MSP has generated and has been involved in public security policy to address drug trafficking from a national approach and from the prevention of consumption. Regarding the Brunca Region, this conclusion is evident not only in the documentary analysis, but also from the perspective and imagination of the communities, and the decision makers of this Ministry.
