Análisis comparativo de la política exterior de Costa Rica en el marco de sus presidencias pro tempore del SICA en 2017 y 2021: contribuciones al fortalecimiento institucional y su incidencia en la integración regional

Abstract
La presente investigación describe los principales elementos de la Presidencia pro tempore de la República de Costa Rica dentro de su función temporal de presidencia en el Sistema Integral Centroamericano SICA, para contextualizar y explicar la situación actual de la región Centroamérica, con el fin de visibilizar los principales problemas, riesgos, y retos que conllevan una presidencia en una organización regional, validando las condiciones actuales existentes para la práctica del ejercicio y su supervisión de los objetivos entregados, la Presidencia Pro Tempore (PPT-SICA), se ejerce durante un periodo de seis meses según el orden de la rotación establecido por el Reglamento de Presidencias, y criterios geográficos.
Dicha presidencia aborda, coordina y apoya a la Secretaría General del SICA, en sus funciones de actos normativos, actas, ayudas memorias, declaraciones y otro acto que resulte relevante en cada reunión.
La investigación resalta la complejidad y los riesgos asociados al ejercicio de presidencia y los diversos actores que en ella emanan y los desafíos regionales, que Costa Rica pueda proponer, a su vez, las recomendaciones concretas para mejorar las condiciones existentes para el ejercicio de los pilares de integración que hoy ejerce el SICA.
This research examines the main elements of the Pro Tempore Presidency of the Republic of Costa Rica within its for-leadership role in the Central American Integral System (SICA). It aims to contextualize and explain the current situation of the Central American region, by identifying the main problems, risks, and challenges involved in presiding over a regional organization. Additionally, it seeks to assess the existing conditions for the effective exercise and supervision of the objectives assigned to this role. The Pro Tempore Presidency (PPT-SICA), is held for a six-month period, following the order of rotation established by the regulation on presidencies, and geographic criteria. This presidency leads, coordinates, and supports the General Secretariat of SICA in conducting its functions related to normative acts, minutes, memoranda, declarations, and other relevant documents produced at each meeting. The study highlights the complexity and risks inherent in the exercise of the presidency, the diverse actors involved, and the regional challenges that Costa Rica may face or address. It also offers concrete recommendations to strengthen the conditions necessary for the effective implementation of SICA´s current pillars of integration.
