Abstract
La ciencia que estudia las mercancías objeto del comercio internacional nació y se conoce en Alemania desde siglos atrás como "Merceología". En otras palabras, es la ciencia aplicada a las mercancías del comercio internacional, designadas por su naturaleza u origen natural, sintético o artificial, composición y función (materia asociada), incluidos todos los procesos de transformación simples o complejos.
Existen más de cincuenta y tres millones de diferentes mercancías que la nomenclatura del Sistema Armonizado de Designación y Codificación de Mercancías divide en secciones, capítulos, partidas o posiciones y subpartidas, cada una de ellas debe declararse con una sola designación y codificación a seis dígitos.
En nuestro país, la enseñanza se encuentra limitada a Universidades y Colegios Técnicos que imparten carreras de aduanas y solo unas pocas personas conocedoras del tema se atreven a escribir y ofrecer un abanico de opciones para su enseñanza, por ello, esta investigación para el curso de la Universidad Técnica Nacional, código AA-313 Merceología I recoge y estandariza los contenidos del programa, permitiendo la libertad de enseñanza y proponiendo un modelo para ser utilizado como guía de referencia.
Se contó con la participación de 200 informantes, todos estudiantes y docentes de las carreras de Administración Aduanera y Comercio Exterior de la Universidad de Costa Rica y Administración Aduanera de la Universidad Técnica Nacional. Los aportes y percepciones giran en torno a cuatro constructos: Conocimiento del lenguaje merceológico; uso del lenguaje técnico-merceológico en el currículo de las carreras; dominio del lenguaje técnico-merceológico por parte de académicos y estudiantes y; metodología que se considera mejor para la enseñanza del lenguaje técnico-aduanero.
The science that studies goods subject of international trade was born and has been known in Germany since centuries ago as study of commodities-goods-"Merceology." In other words, is the science applied to goods of international trade, designated by their nature or natural origin, synthetic or artificial, composition and function (associated matter), including all simple or complex processing. There are more than fifty-three million different goods which the nomenclature of the Harmonized System of Designation and Codification of the Goods, divides into sections, chapters, headings or positions and sub-headings, each of which must be declared with a single designation and codification at 6 digits. In our country, its learning is limited to Universities and Technical Colleges that teach customs careers and only a few people who know the subject, dare to write and offer a range of options for its teaching, therefore, this research for the course of the Universidad Tecnica Nacional, code AA-313 Merceology I, collects and standardizes the contents of the program, allowing freedom of teaching and proposing a model to be used as a reference guide. There been 200 participants that includes 200 informants, all students and teachers from the Customs Administration and Foreign Trade careers of the Universidad de Costa Rica and Customs Administration of the Universidad Tecnica Nacional. The contributions and perceptions turn around four constructs: Knowledge of merceological language; use of technical-merceological language in the career curriculum; domain of technicalmerceological language by academics and students; methodology that is considered best for teaching technical-customs language.
