Abstract
La pérdida de confianza en los gobiernos y la democracia de la región (Latinobarómetro, 2023) ha hecho visible los límites de la gestión de lo público basada solo en consensos tecnocráticos. Esto plantea la necesidad de buscar nuevos caminos que a la vez que permitan superar los problemas públicos recurrentes, contribuyan a mejorar la legitimidad y confianza en la capacidad de las administraciones públicas y los gobiernos. En noviembre de 2022, en la sede Valledupar de la Escuela Superior de Administración Pública (ESAP) de Colombia, el denominado Centro Territorial en Administración Pública (CETAP), se realizó un foro sobre la situación de la pobreza en la región. Este espacio no solo arrojó luces sobre los programas sociales dispuestos antes, durante y luego de la pandemia, sino que abrió interrogantes sobre la conexión entre la efectividad de la innovación pública y la legitimidad de estos procesos. El siguiente artículo trata sobre la experiencia de implementación de la primera fase del Laboratorio Itinerante en Innovación en el CETAP Valledupar, acaecido entre noviembre de 2022 y septiembre de 2024. El documento se divide en cinco partes: Introducción, métodos y materiales, resultados, discusión y conclusión. En el método, se consigna el alcance espacial, temporal y variables de análisis; en los resultados, se presentan los productos generados; en la discusión, se presentan una reflexión sobre la dimensión política de la innovación pública, y; en las conclusiones, se enuncian unos retos en gestión del conocimiento para la innovación pública en contextos signados por el
patrimonialismo y despolitización de las esferas de lo público estatal.
The loss of confidence in the governments and democracy of the Latin American region (Latinobarómetro, 2023) has made visible the limits of public management based only on technocratic consensus. The need rises to seek new paths that simultaneously allow overcoming recurrent public problems and contribute to improving the legitimacy and confidence in the capacity of public administrations and governments. In November 2022, at the Valledupar headquarters of the Higher School of Public Administration (ESAP) of Colombia, at the Territorial Center in Public Administration (CETAP), a forum was held about poverty in the region. This space did not only shed light on the social programs established before, during and after the COVID-19 pandemic, but also raised questions about the connection between the effectiveness of public innovation and the legitimacy of these programs. This article systematizes the implementation experience of the first phase of the Itinerant Innovation Laboratory at CETAP Valledupar, which took place between November 2022 and September 2024. The document is divided into five parts: Introduction, methods and materials, results, discussion and conclusion. The methods include the spatial and temporal scope and analysis variables; in the results, the generated products are presented; in the discussion, a reflection on the political dimension of public innovation is presented, and; in the conclusions, some challenges are stated in knowledge management for public innovation in contexts marked by patrimonialism and depoliticization of the state public spheres.
