Abstract
El primer año de gobierno de Carlos Alvarado Quesada culmina en mayo de 2019. En general, 2019 fue un año de austeridad fiscal, protesta social y poco optimismo en la economía. El partido de gobierno, inclinado hacia la izquierda, cuenta con una fracción minoritaria en la Asamblea Legislativa. Esto lo motiva a formar una coalición con partidos de derecha. El sistema de partidos es uno de los más fragmentados en la historia de Costa Rica. Aun así, para un primer año de gobierno, este es uno de los de mayor producción legislativa en tres décadas. Tres factores se asocian a este resultado: compromiso del gobierno con el partido promedio en la Asamblea Legislativa, una Asamblea proactiva y mayor particularismo de los diputados.
The first year of Carlos Alvarado Quesada’s government ends in May 2019. In general, 2019 was a year of fiscal austerity social protest, and little optimism in the economy. The minority government, leaning to the left, forms a coalition with right-wing parties. The party system is one of the most fragmented in the recent history of Costa Rica. Even so, for a first year of government, this is one of the highest legislative production in three de cades. Three factors are associated with this result: government commitment to the average party in the Legislative Assembly, a proactive Assembly, and greater particularism of the deputies.
