El perro del hortelano: políticas públicas, institucionalidad y pueblos indígenas en Costa Rica

Abstract

The following article presents an overview of the indigenous policies developed in the last half-century by Costa Rican governments, as well as the reactions to them of some groups of the indigenous population of the country. The authors emphasize the inefficacy of the existing model and the need of establishing new channels and attitudes in the political and institutional relationship between the State and indigenous peoples.El siguiente artículo ofrece una visión general de las políticas indigenistas desplegadas por los gobiernos costarricenses desde la segunda mitad del siglo XX, así como de las posturas adoptadas ante ellas por algunos sectores de la población indígena del país. Se subraya la ineficacia del modelo existente y se apunta la necesidad de establecer nuevos canales y actitudes de relación político-institucional entre los pueblos indígenas y el Estado.
