El papel de la biblioteca pública en la construcción de la identidad cultural de acuerdo con la Política Nacional de Derechos Culturales 2014 – 2023: estudio de caso

Abstract
Este estudio analiza el papel de la Biblioteca Pública de Ciudad Quesada en la construcción de la identidad cultural, con base en la Política Nacional de Derechos Culturales. El tipo de investigación es descriptiva, con enfoque cualitativo. Se utilizó la estrategia de estudio de caso definida como un sistema acotado en tiempo (periodo 2014-2023) y espacio, el contexto de Ciudad Quesada, San Carlos, Costa Rica, ubicación de la Biblioteca Pública. Estas perspectivas permitieron comprender la identidad cultural como un proceso social que integra elementos históricos, culturales y sociales, los cuales se consolidan mediante la interacción entre individuos, instituciones y aportes simbólicos.
El análisis de datos requirió la técnica de análisis de contenido, basada exclusivamente en documentos institucionales, para ello se usó la herramienta Atlas.ti Web, que permitió identificar categorías vinculadas con el concepto de identidad cultural y el quehacer bibliotecario y su aporte a la construcción de la identidad cultural manifestada desde los servicios y productos bibliotecarios y actividades de extensión cultural. Estas acciones permiten articular los elementos históricos, culturales y sociales que conforman la identidad cultural, evidenciando el aporte de la biblioteca como un espacio seguro de cohesión social, participación y fortalecimiento del sentido de pertenencia vinculada a un territorio.
El principal hallazgo es la determinación de los papeles que ha desempeñado la Biblioteca Pública como referente cultural, reflejando la diversidad cultural del cantón, acorde con las líneas de acción y estrategias de la PNDC, que orientan el quehacer bibliotecario para el acceso al conocimiento, la información y comunicación, divulgando la memoria colectiva de manera coherente con los principios de derechos culturales dentro del cantón de San Carlos, capaz de mediar, conservar y difundir dichos referentes, articulando prácticas sociales que contribuyen a la construcción identitaria.
This study analyzes the role of the Ciudad Quesada Public Library in the construction of cultural identity, based on the National Policy on Cultural Rights. The research is descriptive, with a qualitative approach. A case study strategy was used, defined as a system limited in time (2014-2023) and space, the context of Ciudad Quesada, San Carlos, Costa Rica, where the Public Library is located. These perspectives allowed us to understand cultural identity as a social process that integrates historical, cultural, and social elements, which are consolidated through interaction between individuals, institutions, and symbolic references. Data analysis required the use of content analysis techniques based exclusively on institutional documents. The Atlas.ti Web tool was used for this purpose, which allowed for the identification of categories linked to the concept of cultural identity and library work and its contribution to the construction of cultural identity as manifested in library services and products and cultural outreach activities. These actions make it possible to articulate the historical, cultural, and social elements that make up the community's identity, highlighting the library's contribution as a safe space for social cohesion, participation, and strengthening of the sense of belonging linked to a territory. The main finding is the determination of the roles that the Public Library has played as a cultural reference point, reflecting the cultural diversity of the canton, in accordance with the lines of action and strategies of the PNDC, which guide library work for access to knowledge, information, and communication, disseminating the collective memory in a manner consistent with the principles of cultural rights within the canton of San Carlos, capable of mediating, preserving, and disseminating these references, articulating social practices that contribute to the construction of identity.
