Indagaciones socio-jurídicas sobre la Deuda Pública costarricense: De la investigación de indicadores a la exigencia de parámetros internacionales

Abstract

Este trabajo expone el recorrido socio-jurídico a la hora indagar la Deuda Pública costarricense, marco en que se exponen los principales hallazgos, en especial la influencia de la financiarización mundial en el ámbito local. Se aborda el papel protagónico de la especulación financiera, sus mecanismos y agentes locales, así como su relación directa en el incremento acelerado del déficit fiscal. En razón de los hallazgos obtenidos y los obstáculos para investigarla Deuda Interna costarricense, se exponen los argumentos interpuestos ante la jurisdicción constitucional, con motivo del reclamo por los principios rectores sobre la deuda externa y los derechos humanos.

This work exposes the socio-legal path when investigating the Costa Rican Public Debt, a framework in which the main findings are exposed, especially the influence of global financialization at the local level. The leading role of financial speculation, its mechanisms and local agents, as well as its direct relationship in the accelerated increase in the fiscal deficit are addressed. Due to the findings obtained and the obstacles to investigate the Costa Rican Internal Debt, the arguments filed before the constitutional jurisdiction are exposed, due to the claim for the guiding principles on the external debt and human rights.
