Planificación territorial y desarrollo rural en zonas de influencia de áreas naturales protegidas

Abstract

Las comunidades que se ubican en zonas cercanas y de fácil acceso a las áreas silvestres protegidas tienen una ventaja competitiva para incorporarse en el sistema turístico local. Sin embargo, existen muchos casos en que los habitantes son espectadores y no actores en el sistema. Este artículo muestra dos casos de comunidades ubicadas en zonas aledañas a áreas silvestres protegidas en Costa Rica en las que no se desea aumentar la participación local en el turismo de la zona. El Programa de Investigación en Desarrollo Urbano Sostenible de la Universidad de Costa Rica (ProDUS-UCR) desarrolló dos planes de desarrollo de turismo sostenible; en este documento se exponen las lecciones aprendidas de la experiencia y se presentan los aspectos que podrían considerarse como indicadores para facilitar la incorporación de una comunidad en el sistema turístico que involucra la gestión territorial en un área protegida.

The main purpose of this study is to present the interactions between the tourism system of protected areas and the local communities. The location of populated centers near protected areas it is supposed to be an advantage for including the people living there in the tourism system. However, there are many cases of such communities with no socioeconomic relations with the protected areas adjacent to them. Therefore, this paper assesses two tourism development plans with the objective of improving the participation of local communities in tourism. The project was developed for the Sustainable Urban Development Research Program of the University of Costa Rica (ProDUS-UCR). This paper highlights the most recurrent problems that were identified as lessons to be learned. These lessons are as well the most common issues that emerged like indicators to support the analysis of territorial cohesion and tourism during the research process.
