Evaluación de la pertinencia, eficacia y sostenibilidad del modelo de gestión del Centro Cívico por la Paz de Garabito(CCPG), 2015-2021

Abstract

En el presente documento se plasman los principales hallazgos, conclusiones y recomendaciones surgidos de la evaluación de la pertinencia, eficacia y sostenibilidad del Modelo de Gestión (MG) del Centro Cívico por la Paz de Garabito (CCPG). Entre los principales hallazgos destaca, en primer lugar, que el modelo de gestión del CCPG es altamente pertinente para atender la problemática que se plantea la intervención, así como las necesidades de su población meta. Además, está estrechamente vinculado con su sustento teórico y normativo. No pasa lo mismo en relación con su congruencia frente a la arquitectura del Estado, con la cual tiene roces en términos de la estructura organizacional y la lógica centralizada de la administración pública, lo que dificulta su accionar. En segundo lugar, la gestión de las acciones en el CCPG ha permitido el cumplimiento de los objetivos (principalmente el 1 y 2) de la intervención, siendo la misma característica de trabajo articulado y colaborativo la que contribuye con su consecución. Al mismo tiempo, las personas funcionarias identifican como desafíos tanto la articulación multinivel como la medición de cambios que genera la intervención en la población beneficiaria. Por último, la sostenibilidad del CCPG es baja, ya que, si bien cuenta con legitimidad entre las personas funcionarias, aspectos medulares como las responsabilidades o roles respecto a recursos para la operación del Centro no están lo suficientemente claros, además instituciones de gran relevancia para la intervención como es el caso de la Municipalidad de Garabito y el Instituto Nacional de Aprendizaje, no se han acoplado a lo lógica de trabajo que exige el Modelo. En este contexto se recomienda hacer ajustes al Modelo de Gestión, como por ejemplo, formalizar los mecanismos para “bajar” información del nivel político al local-operativo; generar y formalizar mecanismos bottom up, que lleven información desde lo local, para enriquecer la toma de decisiones sobre la dirección estratégica del nivel político; repensar el lugar de los gobiernos locales en la estructura organizacional de los Centros Cívicos; fortalecer a la Secretaría Técnica, por el rol que tiene en la dirección y apoyo a la articulación. Además, se proponen otras recomendaciones como la generación de espacios de capacitación constante, tanto para actualizar y formar a las personas funcionarias; la aplicación de instrumentos estandarizados pre y post-test sobre actitudes frente a la violencia que permitan medir los efectos de la intervención sobre la población beneficiaria; dar mayor participación al Foro de Juventudes en la definición de acciones del CCPG; propiciar que las instituciones vinculadas al MG mantengan los recursos para el pago del personal destacado en el CCPG, así como precisar y formalizar los aspectos relacionados con las responsabilidades en el pago de servicios públicos, entre otros.

This document sets out the main findings, conclusions and recommendations arising from the evaluation of the relevance, effectiveness and sustainability of the Management Model (MG) of the Centro Cívico por la Paz de Garabito (CCPG). Among the main findings, it is worth noting, first, that the CCPG`s Management Model is highly relevant to solve the problems raised by the intervention, as well as the needs of its target population. In addition, it is closely linked to its theoretical and normative support. The same does not happen in relation to its consistency with the architecture of the State, with which it has friction in terms of the organizational structure and the centralized logic of public administration, which makes it difficult to act. Second, the management of the actions in the CCPG has allowed the fulfillment of the objectives (mainly 1 and 2) of the intervention, being that same characteristic of articulated and collaborative work the one that contributes with its achievement. At the same time, the officials identify as challenges both the multilevel articulation and the measurement of changes that the intervention generates in the beneficiary population. Finally, the sustainability of the CCPG is low, since, although it has legitimacy among officials, core aspects such as responsibilities or roles regarding resources for the operation of the CCPG are not clear enough, in addition to institutions of great relevance for the intervention, as is the case of the Municipalidad of Garabito (local government) and the Instituto Nacional de Aprendizaje, have not been coupled to the work logic required by the Model. In this context, it is recommended to make adjustments to the Management Model, such as, for example, formalizing the mechanisms for “downloading” information from the political level to the local-operational level; generating and formalizing bottom-up mechanisms, which bring information from the local level, to enrich decision-making on the strategic direction of the political level. Rethink the place of local governments in the organizational structure of the Centro Cívico; strengthen the Secretaría Técnica, due to the role it has in directing and supporting coordination. In addition, other recommendations are proposed, such as the generation of constant training spaces, both to update and train the staff; the application of standardized pre- and post-test instruments on attitudes towards violence that make it possible to measure the effects of the intervention on the beneficiary population; give greater participation to the Foro de Juventudes in the definition of CCPG actions; to encourage the institutions linked to the MG to maintain the resources for the payment of the personnel assigned to the CCPG, as well as to specify and formalize the aspects related to the responsibilities in the payment of public services, among others.
