Específicamente, el tema del ordenamiento territorial representa uno de los problemas socioambientales más serios y persistentes; viéndose afectado no sólo por la deficiente legislación y débil implementación, sino por la grave descoordinación institucional que se ha convertido en un eje transversal presente en todos los niveles de organización gubernamental en el país.es-ES
