La territorialidad de las políticas de seguridad pública ante el narcotráfico: estudio de caso de la región brunca en el período 2005 al 2020
En esta tesis se problematiza sobre la expresión territorial de la política pública de
seguridad frente al narcotráfico en Costa Rica y se presentan los resultados de una
investigación exploratoria sobre las limitaciones y alcances de la operacionalización de
dicha política en la Región Brunca, por parte del Ministerio de Seguridad Pública, durante
el periodo 2005 al 2020.
En el proyecto de investigación se plantearon cuatro objetivos específicos:1)
identificar los enfoques territoriales de las políticas públicas de seguridad para el
narcotráfico; 2) describir las dimensiones territoriales de las políticas de seguridad del
Ministerio de Seguridad Pública considerando sus elementos técnicos y la
operacionalización en la Región Brunca; 3) caracterizar las principales manifestación del
tráfico ilícito de drogas: marihuana y cocaína en el territorio nacional y en la Región
Brunca; 4) analizar perspectivas de actores políticos y sociales sobre los alcances y
limitaciones del accionar del MSP en la Región Brunca para la atención del narcotráfico
En conclusión, en 15 años, referentes al análisis de esta investigación, se logra
observar que el MSP ha generado y ha estado involucrado en política pública de seguridad
para la atención del narcotráfico desde un enfoque nacional y desde la prevención del
consumo. En cuanto a la Región Brunca, esta conclusión es evidente no solo en el análisis
documental, también, desde la perspectiva e imaginarios de las comunidades, y los
tomadores de decisión de este Ministerio.; This thesis problematizes the territorial expression of public security policy against
drug trafficking in Costa Rica and presents the results of an exploratory research on the
limitations and scope of the operationalization of said policy in the Brunca Region, by the
Ministry. of Public Security, during the period 2005 to 2020.
In the research project, four specific objectives were proposed: 1) identify the
territorial approaches to public security policies for drug trafficking; 2) describe the
territorial dimensions of the security policies of the Ministry of Public Security considering
its technical elements and operationalization in the Brunca Region; 3) characterize the main
manifestations of illicit drug trafficking: marijuana and cocaine in the national territory and
in the Brunca Region; 4) analyze perspectives of political and social actors on the scope
and limitations of the MSP's actions in the Brunca Region to address drug trafficking.
In conclusion, in 15 years, referring to the analysis of this research, it is possible to
observe that the MSP has generated and has been involved in public security policy to
address drug trafficking from a national approach and from the prevention of consumption.
Regarding the Brunca Region, this conclusion is evident not only in the documentary
analysis, but also from the perspective and imagination of the communities, and the
decision makers of this Ministry.

Relaciones diplomáticas entre Costa Rica y Catar: sus orígenes, desarrollo, estado actual y potencial
Las relaciones diplomáticas de Costa Rica han evolucionado para la búsqueda de
nuevos espacios. Durante la primera década del siglo XXI, Costa Rica enfocó sus
esfuerzos en Medio Oriente, región que por años estuvo fuera de las prioridades
de la diplomacia costarricense. El traslado de la embajada costarricense en Israel
de Jerusalén a Tel Aviv abrió oportunidades a Costa Rica para el establecimiento
de relaciones diplomáticas con Medio Oriente; siendo Catar, la primera nación
árabe donde Costa Rica estableció una embajada, con un embajador residiendo
de forma estable, y la primera nación árabe que estableció una embajada en
territorio costarricense con embajador residente.
Esta tesis de grado analiza la historia de las relaciones bilaterales entre Costa
Rica y Catar, sus embajadas e influencia en el desarrollo de estas y recomienda
acciones para fortalecer la política exterior entre ambas naciones. Para ello, se
empleó una metodología cualitativa enfocada en el análisis documental, así como
la aplicación de entrevistas semiestructuradas a personas diplomáticas y
académicas.
Se concluye que la relación con Catar actualmente no ha alcanzado su máximo
potencial. Pese a los esfuerzos hechos por el Ministerio de Relaciones Exteriores,
aún no se ha logrado obtener con Catar los beneficios concretados con otras
naciones de la región; debido a factores regionales que afectaron la estabilidad de
Catar, así como también una estrategia costarricense que aún no ha logrado crear
canales sólidos de comunicación con las autoridades cataríes. Además, es
necesario replantear la estrategia de acercamiento empleada por Costa Rica en
Catar, fortalecer lazos diplomáticos y áreas como la sociopolítica y ambiental, así
como generar espacios de inversión que proyecten a Costa Rica como un socio
geopolítico de Catar para su proyección internacional.; Costa Rica’s diplomatic relations have evolved in search of new spaces. During the
first decade of the 21st century, Costa Rica focused its efforts on the Middle East, a
region that had been outside the priorities of Costa Rican diplomacy for years. The
relocation of Costa Rican’s embassy in Israel from Jerusalem to Tel Aviv opened
opportunities for Costa Rica to establish diplomatic relations with the Middle East.
Qatar become the first Arab nation with which Costa Rica established an embassy,
with an ambassador permanently and it was also the first Arab nation to establish
an embassy on Costa Rican territory with an ambassador permanently too.
This thesis examines the history of bilateral relations between Costa Rica and
Qatar, their embassies, and their influence on the development of these relations,
and it recommends actions to strengthen foreign policy between both nations. The
study employed a qualitative methodology focused on documentary analysis and
semi-structured interviews with diplomatic and academic figures.
The conclusion is that the relationship with Qatar has not yet reached its full
potential. Despite efforts made by the Ministry of Foreign Affairs, concrete benefits
similar to those obtained with other nations in the region have not been achieved
with Qatar. This can be attributed to regional factors that affected Qatar’s stability
and Costa Rican strategy that has not yet managed to establish solid channels of
communication with Qatari authorities. Additionally, creating investment
opportunities will project Costa Rica as a geopolitical partner to Qatar and enhance
its international standing.

Public opinion on cash transfers for children and adolescents in Peru: Nine out of ten people support greater adequacy
Child poverty is a multidimensional challenge and decades of evidence show that access to cash transfers programs can provide simple and effective protection against poverty, especially extreme poverty. A representative telephone survey conducted in Peru during May and June 2022 indicates broad public support (90%) for a cash transfer program for children and adolescents. In addition, 97% support setting the value of the transfers at least the basic food basket, a value eight times higher than the current transfers in the country. Finally, opinion is divided on the eligibility criteria: almost 60% of those surveyed support restricting the program to those in extreme poverty, while 40% are in favor of broader eligibility criteria, including at least all children and adolescents in poverty.

Public opinion on cash transfers for children and adolescents in Colombia: Nine out of ten support expanding amounts
Poverty is a multidimensional phenomenon and decades of evidence demonstrate that periodic cash transfer programs can provide simple and effective protection against poverty, especially extreme poverty. A nationally representative telephone survey conducted in Colombia between June and July 2022 indicates broad support among the population (92.5%) for the existence of a cash transfer program for children and adolescents. In addition, 96% support fixing the value of the transfers to at least the basic food basket. Finally, public opinion is more divided on the eligibility criteria. Slightly more than half (54%) support restricting transfers to those in extreme poverty, while 45% support broader criteria, at least for all children and adolescents in poverty.
