LA AMPLIACIÓN DE UNA GUERRA FALLIDA Y SUS PELIGROS

Abstract

Until recently, the War on Drugs had been confined to Colombia and had then spread to Mexico. However, in both cases, this war has not been able to proclaim victory. Both Colombia and Mexico have made unsuccessful efforts to fight against this war, making it possible to qualify it as a failed war. This paper, after analyzing the dimensions of the War on Drugs, will address the extension of the war to the Central American scenario, along with the possible negative implications for democracy, concluding the analysis with a review of the initiatives of Merida and the Central American Regional Security Initiative, as well as the structure devised by the U.S. Southern Command for their execution.

Hasta hace poco la Guerra contra las Drogas se había limitado a Colombia y luego se había extendido hasta México. Sin embargo, en ambos casos, esta Guerra no ha podido proclamar victoria. Tanto en Colombia como en México se han realizado esfuerzos sin éxito, lo que permite calificarla como una Guerra fallida. Este trabajo, después de analizar las dimensiones de la Guerra contra las Drogas, se ocupará de examinar la ampliación de ésta al escenario centroamericano, junto con sus posibles implicaciones negativas para la democracia, para luego concluir el análisis con un examen de las iniciativas de Mérida y de la Iniciativa Centroamericana de Seguridad Regional, así como de la estructura ideada por el Comando Sur de los EE. UU. para su ejecución.
